Minutes of the Extraordinary Meeting held in the War Memorial Institute on

Tuesday 2nd October 2018

 

Present:               Councillors Mr J Priddin (Chairman of the Council), Ms C Hinds, Mr D Walker, Mrs M Jones, Mr R Wakelam, Mr D Williams & Mrs P Ransome

 

Absent:                Councillors Mrs E Davies and Dr J Smith-Bellis

134.    Signed Declaration of Acceptance of Office

 

RESOLVED: Mrs P Ransome signed the Declaration of Acceptance of Office which was witnessed by the Clerk.

 

135.    Apologies

 

Apologies were received from Councillors Mr A Wight (Vice Chairman), Mr R Bestwick and Mr M Rothero.

 

136.   Declaration of Interest – Members Code of Conduct

 

There were no Declarations of Interest received.

 

137.   CCTV Cameras - Penyffordd

 

The Chairman and Clerk met with the CCTV contractor to review the location and camera options for the installation of a camera(s) near the Millennium Clock.  A copy of the quote for £2490+vat was provided to members with the agenda for their consideration. The quote is for a dual rapid deployment mobile post mounted WiFi CCTV camera, with the following features:

 

·        Enhanced low light imaging with 50 Metre IR illumination

·        Optional 4G access

·       Anti-shock and surge protection

·        2 x HD 360° PTZ cameras with 360° rotation and 25x zoom

·        Built-in WiFi hotspot

·        Anti-vandal / weatherproof housing

 

Cllr Williams commented that ASB has improved since the installation of the camera at the Millstone play area.

 

Cllr Walker asked what the guarantee was on the cameras and if there were any ongoing costs.  The Clerk advised she will seek confirmation of the guarantee, but was aware that the council could opt for an annual service of the cameras at a cost of approx. £100.

 

Cllr Wakelam proposed that due to the poppy wall, the camera should be static for at least the first month to monitor the millennium clock 24/7.  The camera will also need to be installed no later than 24th October.

 

The council voted on the purchase of the above camera which was unanimously agreed. 

 

RESOLVED: the Council approved to purchase the above CCTV camera unit.  Confirmation will be requested on the guarantee and ongoing costs for this unit.  The Clerk will liaise with the contractors and gain assurances that the camera(s) will be installed no later than 24th October.

 

138.   Members Items (AOB)

 

·        Cllr Wakelam requested the School Governor for St Johns Primary School be included on the October agenda.

·        Cllr Williams requested that Alyn Drive (entrance) and Christmas Lights (power supply for the trees) be included on the October agenda.
