Elected Member FAQ Guide - ERF3 Business Support Lockdown Grant Scheme

What levels of grants are available?

There are two new grant schemes which offer financial support to all local businesses – grants of up to £5,000 are available to those businesses who are liable to pay business rates and up to £2,000 for all other local businesses. In other words, those who run businesses but do not pay business rates can also benefit.

When are the grant schemes open for applications?

The business support grants, otherwise known as ERF3, are ready for launch in the next couple of days and grant applications will be open on the Council website from the commencement of business on Wednesday 28th October.

Who is administering the grant scheme and when does the scheme close for new applications?

The grants are being administered by the Council and paid on a first come first served basis. The scheme will close for applications at 5pm on 20th November or when the fund is fully committed.

What grants are available to businesses who pay business rates?

The NDR Business Grants Package consists of two separate schemes:

NDR Grant 1   - £5,000 grant for retail, leisure and hospitality businesses that have been forced to close (as defined by the regulations) with a rateable value of between £12,001 and £51,000.

NDR Grant 2   - £1,000 grant to all businesses eligible for small business rates relief (SBRR) with a rateable value of up to £12,000. In addition, Grant 2 applicants may be eligible for ‘top-up’ grants of:

·         £1,000 if they have been subject to local restrictions for 3 weeks or more and have been materially impacted (50+% reduction in turnover) up to the 23rd October

·         £2,000 for businesses forced to close as a result of the national firebreak lockdown

There is a simple flowchart in the attachment that helps to explain the process.

What grants are available to businesses who do not pay business rates?

Welsh Government recognise that not all businesses operate from commercial premises that are subject to business rates. There are two Non-NDR Business Discretionary Grants available.

Grant 1            £1,500 for businesses that have:-

·         Been forced to close (as defined by regulations) as a result of the national firebreak lockdown

·         OR are able to demonstrate that the national firebreak lockdown will result in at least an 80% reduction in their turnover for that period

Grant 2            £2,000 for businesses that have:-

·         Been forced to close (as defined by regulations) as a result of the national firebreak lockdown

·         OR are able to demonstrate that the national firebreak lockdown will result in at least an 80% reduction in their turnover for that period AND have been subject to local restrictions for 3 weeks or more up to the 23rd October and experienced at least a 50% reduction in their turnover for that period.
